Canadian TV-movies/series

I've recently wondered why canadian TV-movies/series stories are nearly always located in the US.

Stargate - Cheyenne Mountain
Dead Zone - Maine
Dr. Who TV-movie - San Francisco

And I bet "When Love is not Enough" is also located in the US.

Any good reason(s) why canadian productions stories are not located in Canada?
