Well, there's a beta thing on Twitter, Verified Account.
For example,

So, even if there was a verified Winona-account, it could still be just a publicist.
Some people take Twitter too seriously, meaning, they actually post really mundane things they do. I've posted two tweets, thus far, a test at opening, and about a local fire.
